General Purpose

Performs a variety of entry level technical duties related to enforcing the provisions of City laws, codes, ordinances, regulations, and inspections of Layton Businesses for Business License compliance:

  • Provides inspections of planning & development codes
  • Assures compliance with Conditional Use permits
  • Provides information to the public and assists with city planning activities relating to zoning, site planning, subdivisions, business licensing, property addresses, census data, and other long range planning matters
  • Provides development process support, and does statistical research

Primary duties include:

  • Safely operates a department vehicle in accordance with department policy while patrolling designated areas of Layton City and conducting field investigations
  • Receives complaints and reports from citizens regarding alleged violations of city ordinances, codes, and regulations that may relate to business licenses, planning/development codes and Conditional Uses; determines nature of the allegation and apprises callers of possible investigation schedule and solutions
  • Advises property owners, builders, contractors, architects, or developers as needed to apprise appropriate parties of concerns and potential violations; searches tax records; obtains facts necessary to determine proper course of actions; coordinates and monitors solutions
  • Conducts field investigations and property inspections to determine extent of violations
  • Verifies business licenses, monitors sign compliance, monitors compliance with animal ordinances, verifies standards for granting of liquor licenses, monitors property use for zoning compliance
  • Cooperates with board of health in monitoring health and safety practices of business operations; prepares various investigative reports
  • Coordinates the city legal staff
  • May administer preliminary sanctions as allowed by ordinance or code
  • Initiates appeals process.
  • Conducts regular review of codes, ordinances and regulations
  • Receives legal interpretations as needed to direct enforcement of compliance
  • Makes recommendations related to practical application of codes and ordinances
  • Assists in adapting, modifying or rewriting codes as needed
  • Discusses proposed changes in ordinances and codes with supervisors
  • Receives correct interpretation and passes the same onto the public as the occasion arises
  • Provides solicited input regarding code changes
  • Reviews and studies current codes to stay abreast of changes
  • Issues citations or warnings of violations of City ordinances
  • Keeps records of violations and follows up to secure correction of situation
  • Conducts impounds where appropriate
  • Gathers evidence and completes comprehensive reports of daily activities and enforcement actions
  • Initiates legal proceedings when appropriate, prepares for court cases, and testifies in court when required.

Secondary Duties Include:

  • Provides counter, telephone, and electronic mail assistance for citizens, developers, and contractors, in explaining and coordinating the development review process. Connects inquiries with appropriate staff for further review.
  • Assists with current and long-range City planning activities relating to zoning, site planning, subdivisions, conditional uses, business licensing, property addresses, census data, and other matters. Provides the public with information as necessary, including assistance in posting land use change notices on properties throughout the community.
  • Does research insuring compliance with City ordinances and conditions of approval, business licenses, and agenda items, and conducts field investigations of construction properties.
  • Assures that proper legal documents are recorded with the county related to subdivision plats, annexation plats, and all ordinances pertaining to waivers, abandonments, street changes/vacates, etc.
  • Assists with preparation of meeting packets; compiles information and documentation related to agenda items, including maps, letters, reports, etc.

Maintains professional appearance and adheres to department dress and grooming standards.
  • Performs other duties as assigned or directed to promote the overall goals and objectives of the department.

Minimum Qualifications

Must have two years of post secondary education in planning, geography, or related field.
Must posses a valid Utah State Drivers License.
